Because biology & evolution (unlike "God") are not perfect. Male nipples are your best evidence yet that either we arrived here through an evolutionary process, or that "God" is not paying any attention whatsoever!

Because the forces that determine sex predominate after the nipples are created in the womb...As far as the god-biased answer goes, there is nothing more efficient about this process than the reverse.

Thin kabout this: The somatic chromosomes create a body that can be influenced by the presence of estrogen or testosterone to make that 'generic' body either fully male or female. Thats God's efficiency at work.
