Find a flat surface you will not damage with the wax and lay several thicknesses of newspaper on it. Place the waxy part of your dress and lay it on the newspaper. Put several thicknesses of newspaper on the dress. Set your iron to a low temperature and set it on the newspaper. Replace the newspaper as needed moving the iron as needed.
Be sure to check your newspaper for waterproof ink. Dampen your hands and dry them with the paper you will be using. If your hands show any black don't use it. The L A Times uses waterproof and our local paper does not.
This works for wax in the carpet too.

Freeze it. The wax will go hard, then you can scrunch the material to crumble the wax out.
