did he ever finnish his own little mine shaft in his garden

It doesn't look as though it was. Planning permission was refused by Bolton Council, but the pithead and some of the shaft is there, as seen in the link below.

He had intended to appeal, but died before plans could be submitted.

No, the council in bolton are S**t heads they take your money
and do nothing,
