The best way to create a short story out line is to keep in mind an incident that is happened in real with you or someone else. It will make your story real and more practical. Then select your protagonist. Give him or her an effective name. Always describe your lead character in brief.

Well you just need to think about your plot and how you want it to be. You will begin by the start of the story and you will put the main events under it and just like this till you reach the end of it.

I start with a character and freewrite/make lists of wants, fears, etc. for him or her. From that, the situation evolves and I can make a fairly good outline.
