I need to know more about if someone leaves their animals with your for more than six months, does not pay for anything and then wants to pick them up and not pay for room and boarding of the animals.

I can tell you that, if the animals were left with the pound, then they would have already adopted them out and it would be up to the new owner to decide whether to let the old owner have them back or not (they would not be obligated to do so).

If you did decide to let the original owner take the animals back, you could take them to small claims court to recover part of the cost of their care, but you will need receipts or a good way to legitimately estimate the cost.

I'd imagine this type of thing would qualify as abandonment or abuse or endangerment to animals or something similar and you could file charges against the original owners.

Your local Humane Society would probably be a good resource for more info.

They are liable for neglect under missouri law. You do not have to surrender the animals to them if you choose not to. The law clearly implies that they "are abandoned property" and without recourse, they are yours unless they compensate you for boarding and cost associated with them.
