I imagine everyone has different writing skills.

Well, yes! Some people can ask clearer questions that others, for one example. Because I'm not entirely sure what you are actually asking. There are the handwriting skills, which range from writing grocery lists to doing calligraphy. There are the creative writing skills, which range through all the genres - everything from children's books to gothic novels, historical fiction and research papers.
And then there are the plain old grammatical writing fields -- who can write a letter that is both interesting and well written?
And then there are .... well, dozens and dozens more kinds of writing. Newspapers articles are written differently than television news items. Both are written differently than radio news.
So the answer to your question (if I've correctly guessed what you were asksing) is yes.

It all depends, for example; each person writes differently in their own style of writing.

Effective writing skills would depend on each person's knowledge of correct written skills regarding grammar, spelling, and sentence structures etc.- all very important for effective writers.

There are also various kinds of writing skills such as specialized writing. For example; shorthand and technical writing etc.

Then you have writing skills that involve the fine motor skills of writing, how you hold your pen and form your letters. Some people like to write in cursive and some in normal text. Take this a step further and you have Calligraphy- the art of making beautiful or elegant handwriting. The word calligraphy literally means beautiful writing. This can be in any language of the world.
