i will bet that you have a single lever shower mixing valve. i have a Moen single lever shower valve, it's pressure balanced. that means if water is used while you are showering you won't get scalded or frozen. i find that if you pull the knob on full pressure, the cold water dominates, and you turn it more toward hot (10 o'clock). but, if i just pull the lever out to 3/4's of the way out, i find that i set the lever even (12 o'clock). at 3/4 throttle it is still a powerful shower and there is plenty of hot water for everyone to shower. if you try this and still don't have enough hot water then you might have a problem in the shower mixing valve. sometimes, over years of use, rubber parts exposed to hot water lose their shape and expand. that could restrict the flow of the hot water through the valve and the cold water flow dominates. the only thing to do in that case is to get a new mixing cartridge for the valve body. to replace that you have to remove the lever, handle, and then you should be able to shut off the water to the valve. then you can open the valve and remove the cartridge body, and replace it. put everything back together and you're good to go! however if you have seperate hot and cold water valves, then the same thing might have happened to just your hot water valve. the repair would be similar to that of the single lever valve. hope this helps you to diagnose you hot water problems. good luck, and happy new year!!

Well anything that you do will require the removal of the shower head ? Your better off buying a new water reducer head or have the school get one and replace it They are so simple to install, unscrew the old one and save it put a new one in, and if you have a unit inspection take the new one out put theirs back in. It takes a whole minute to replace one If you attempt to modify the head with say a washer and it gets stuck in the hole and have a problem with the water that requires the school to look at it You maybe out some additional money to repair and a brand new shower head is cheaper not to mention you won't get into trouble Just ask you schools Maintenance dept if its OK to put a more gentle head in and offer to pay for it, and get some Teflon tape at the store for the threads wrap it clockwise 3-4 turns it will prevent damages and leaks and rust from welding together hope that helps Lr

See this previous yahoo answer. It mentions fitting a pump for £99 (about $200) when the hot water tank is at the same height or lower than the shower and there isn't a sufficient head of water to get hot water to the shower..

Check the shower nozzle to make sure that it's not blocked - take it off and check for deposits blocking the holes.
If this doesn't work, you may have a mixer valve that is not working properly. The valve mixes the hot and cold and if it is not working properly, cold only may come out. If this is the problem, go to a plumbing supply with your brand of shower control and they will be able to sell you a replacement.
Good Luck!

Sounds like you might have a mineral build up in the shower head. You could try cleaning the shower head with a lime scale build up remover or buy a new shower head if it's been on there for a while.

IF THE COLD ( SHOWER ) HAS PRESSURE, & THE HOT ( SINK ) HAS PRESSURE, THEN IT IS NOT THE SHOWER HEAD! MOST LIKELY MIXING VALVE, OR PIPE BLOCKAGE!
IF SINGLE HANDLE VALVE DISASSEMBLE, PULL CARTRIDGE, CLOSE SHOWER CURTAIN & TURN ON WATER FOR A FEW SECONDS! THIS SHOULD CLEAR THE HOT LINE, IF IT'S NOT BENT, OR AN OBSTRUCTION TOO LARGE TO PASS. INSPECT THE CARTRIDGE & SEE IF FULL OF JUNK TOO!

First try cleaning the shower head. Could be gunked up. Soak for a couple hours in CLR. I'd start there.
