What was that movie?

A guy is running from this bad guy. The bad guy framed him and the bad guy is killing all the cops chasing the good guy. At the end the bad guy ties a girl between a semi and she ends up getting torn in half. It probably late 80's early 90's. Thanks

You're thinking The Hitcher with Rutger Hauer.

Which they are remaking btw. The new one comes out Jan. 19, 2007 I think, with Sean Bean in Rutger's role.
