Yes, London tube will be running on New Year's Eve but on a Sunday service which means that the trains frequency will be less than normal. The tube will be free from 23:45 to 4:30am. The link below is from Transport for London and it outlines the service by day for Tube, DRL and buses.

It will probably take about an hour to get into Central London. But the thing to be mindful of is having heavy luggage, there are a lot of stairs on the tube and you will have to drag your luggage up and down the stairs so the tube may not be the easiest way to get into town.

If you pay by Oyster card, from Heathrow to Victoria train station is £3.50. If you don't obtain an Oyster card, the cash price is £4.00. This is the price for a single (one-way) journey.

Welcome to London!

It usually runs all night at New Year's.
Piccadilly line takes about an hour and a quarter to the West End. If you're in a hurry, take the Heathrow Express into Paddington instead, but it's quite a lot more expensive and only runs until 11:25pm.

It is working, it takes approx 70 mins to arrive in london. Buy a one day travel card - it allows you to travel all over London by tube and bus. Travel will be free after midnlght on the 31st.

Hi yeah it does, it stops at 9pm though, from Heathrow to Earls Court takes about 45min thats your first Zone1 stop, depends where in London you gong to but average 2min per tube stop. That is a guide for you anyway but be prepared to have a full house on the tube especially since New Years Eve tube travel is free, hopefully you landing in the morning.
