I would say that "using" one's mind is where you make sure that it is always active, always alert, always analyzing always busy. The brain is no different from any other body part, when it comes to that old saying "use it or lose it" The mind, which is the thinking part of the brain, needs constant stimulation, and exercise, and there is no doubt now, in the field of medical science, that a brain constantly challenged is a brain that will remain sharp to the very end of life.
When you "apply" your mind, you are harnessing its abilities to direct them to address a particular problem, difficulty, situation that needs to be resolved. An "unused" mind is like a flabby body muscle, that isn't able to help you when you need it to do something for you. So "using" the mind, is keeping it well exercised with constant challenges - doing crossword puzzles for example; learning a new language, or learning anything new. Then when you want to "apply" your mind to some serious matter relating to your daily life, it will have to well-trained "muscle" to bring to that task.
People who are involved in jobs that require fast reaction, sharp mental reflexes, quick solutions, have minds that have been very well used. So when an emergency situation comes up, that mind is like a computer on "highspeed connection" lol, and that person can apply it swiftly and efficiently to deal with that situation.
