Since the $20 did not belong to the person who found it. Grassy would take it and see if he lost it then if he didn't Grassy would give the $20 to a needy person

first off, who is stupid enough to try to find the owner of a found 20 dollar bill?
but to answer your question , i would not say yes. i would only say thankyou as i took the bill in hand and placed it in my pocket.

I would tell that person this;
Could you would you kiss my what? could you would you kiss my butt?
Then I would walk off because chances are it is somebody trying to play a scam on you. I got an email that a rapist was doing that exact thing to get his victims. As soon as you take the money he nabbs you! No thank you!

Probably not. I believe the universe is set up for balance and what you put out comes back to you. So if you are dishonest someone will be dishonest with you.
