In general, wound treatments, such as tree paint or wound
dressing, are not recommended. These compounds slow down wound closure and promote decay. Carefully cut out any small pieces of loose bark without making the wound any larger. Placing an open mesh barrier to any further damage, such as window screen, may help keep your dog away. If there is sufficient remaining bark attached to the trunk, the wound should heal over with time.

Usually a wound like that is not going to kill the tree. I have used a product called Nu-Bark and it worked on a maple tree i had that was accidentally hit and caused a wound in the bark too. It sealed the wound and the tree is growing great.

it depends on how much of the circumference of the trunk has been denuded of bark,if it is more than a half, the situation is tricky, less loss means a good bit of nutrition still reaches the top so after the initial shock your tree will overcome the damage.Wrap around the trunk at this level with a thick cloth or hessain, this will prevent loss of moisture, also a protective barrier painted on the spot will prevent infection from entering & spreading, hope your tree is strong enough to battle through.

Be sure to put some sort of deterrent on or around the tree to protect it from future dog attacks. Apple bitters or even spraying straight ammonia around the base will give your dog the message.

Cover the area with tar and it will stop the tree from dying.
