As a professional Makeup Artist I would have to say use MAC brow set. It looks like a mascara for the Brows. You can use pencil to fill them in first then apply the mascara to the brow nairs to darken them, the same way you would do for your lashes.
Brow Set is Slick! Strokes on. Adds shine, style, grooming, overall wow! to the brows. A brush-on gel that grooms and slicks brows into shape without flaking or stiffening the brows. Available in several tinted shades or clear, it can be used on its own, or for a nice natural look stroke over Eye Brows. May also be used on lashes, sideburns, and chops - any facial hair.

I am so glad to hear someone else has this problem.
I am actually a natural red head, but both my mom and I have blonde eyebrows and it just isn't that attractive.
My mom and I both use different techniques, maybe one will help.
My mom chooses to use a small brush (you can get it from MAC, or any cosmetic company) and brown eyeshadow. This gives a much more natural look, and actually tends to stay on much better than pencil for some reason.
I on the other hand used something called 30 Day Mascara, which is actually for both eyebrows, and lashes. It is a dye, and it is safe to use around the eye area. (don't use hair dye!!)
You simply go around your eyebrows with Vaseline (so if you get any in random spots it doesn't stain your skin) mix a tiny bit of the gel and developer, and use this little wand that is provided. Smooth it over your eyebrows, and if you want to, put some on your eyelashes. I tend to leave it on about 20 minutes because I have my hair dyed dark brown, but you can leave it on less if you want to.
Viola! After washing it off, your actual eyebrow hair is dyed!! It's great stuff.

I was born blonde too, though no one believes me or is polite enough not to ask.........they make eyebrow pencils in blonde shades too. Use a drug store or Wal-Mart or one like that though because you should always buy cosmetics that are sealed. I used to sell cosmetics in a high-priced dept. store and all of our hands were dirty from handling so many people and trying out so much make-up on customers. Buy cosmetics sealed and sanitary. Saves money too. Pencils are the only way to go.

Maybelline has a dual brow stick....It looks a shade like a dark blond...it looks natural..and defines the brow.
Or...a light brown mascara....use a cloth (tissue leaves residue) wipe off 98% of the brown. Brush your eyebrows w/applicator.

if you have blonde hair that will naturally get bleached by the sun in the summer. There has been this guy in my class who else had golden blonde hair that was a medium brown near the bottom part. When he came back to university after summer vacation, it was practically platinum blonde!
