Was the bulletin posted in a location where the association officers normally post association information? Was the information posted true? If so, legally they can post the information as long as they do not slander or defame the owners. Facts, not opinions. Ethically it is in bad taste>

HOAs often take these kinds of actions. It is not confidential information that someone is being sued. This info is available to the public, so it is not illegal for them to post it. It might even be detailed in your bylaws that this kind of action will be taken.
As long as it's true, in this case it's legal.

In most states that is public information so posting it is legal. However it does show very bad taste on your HOA's part. Many HOA's get a Barney Fife who likes to strut their power around. Sad. I would go to the board members and tell them that you re personal problems should not be aired in such a way. My guess is that they felt this kind of action would shame you into paying.
