It depends if your computer is a desktop or a laptop.

A desktop computer usually do not have infrared- you will have to buy a infrared device (these days most of them are USB compliant for the lack of a better word)

Laptop computers- you will have to check if it comes with the infared built in. If not, you can always buy a USB infrared device (size of a thumbdrive)

You can usually check the availability of the infrared/ activation of the infrared in the control panel.

Once you have the above, all you need to do is to align the infrared of your cellphone to the computer- it should detect automatically.
