Brown is deffinetly the best color eyeliner for blue eyes. You should try L'Oreal Pencil Perfect eyeliner in Cocoa or Espresso. I really find L'Oreal's eyeliner and mascara to be the best. Brown eyeliner makes blue eyes stand out, without overdoing it like black eyeliner does. Also if you have light eyelashes, go with a dark brown mascara too.

its best to pick a color that is opposite your eye color on the color wheel, for your blue eyes that would be brown. A dark brown should bring out the blue tones in your eyes while defining them well
