It is technically against the rules to transfer an account. However you can definitely change the email and shipping addresses to your friend's information.
If it is for a business venture that you will be involved in, you may be able to transfer it from you to the business if you set one up.

No you can't, its your personal acct it like selling someone your bank acct.
