Not sure what you mean...do you mean your father has an account in an American Bank? If that is the case, he should write to, or telephone the bank in which he has his money and ask them what he needs to do to withdraw his money.
I'm not sure how it works in Iraq, but I believe if he opened an account in Iraq, the bank in America, or any other Country, could transfer the amount he wants to withdraw, that is, move it from the present account/bank to one in Iraq. Then he could go withdraw it from his account in Iraq. Or, he could go to a bank in Iraq and ask them how a transfer of cash could be made. Those in the banking business in Iraq should be asked; they know the guidelines best.
