As a general rule it requires one of two things to get a wholesale price (and this es especially true with something like violin strings.
1. be in the business (repairing, selling, etc.)
2. buy in large quantities
one possibility could be; if you know someone in a symphony or at school-either place might have access to wholesale prices.
