I would not know I do not do things like that. But it depends. Its acceptable to sunbath topless in your fenced in back yard, or were you are not exposed to anyone seeing you. However if you do were there are lots of people, yes the woman is trying to get attention

I live in Hawaii and I go topless a lot. But don't get sunburned. Use sun screen. Guys, especially you if you know what I mean.

i topless sunbathe,but i do it so as if i wear low tops my white bits do not show. it does not turn me on at all. if anyone looks, then its upto them!
