I share your strong sentiments on this issue.
Basically, they are often difficult to remove because they may modify several system files & install themselve similar to an actual program or application.
Unlike viruses they are not easily removed because once installed they (for the most part) lack the heuristics of an actual virus.
The only time they "modify" your system is during the installation process (usually via an ActiveX app over the web) and then behave no different than any other resident application on your computer system .... with no " uninstall " option.
An antivirus program by itself will rarely be able to deal with this type of malware. Most of us find that along with the AV we need a second and even third level of anti spyware protection installed to protect ourselves.
Even then, we must always remain vigilant about installing programs from unknown providers .... free screensavers are infamous for this.

Well, its pretty much by design... the programmers who make the hijacker and malware intentionally design the 'applications' to be as intrusive as possible...
