In Ruby, Groudon in the cave of origin, you have to face it before you fight against the gym leader

Latios after you defeated the Elite 4, but it will appear randomly in the grass all over hoenn except caves and buildings

Registeel,Regirock,Regice,you have to surf from pacifilog town,start surfing from the left of the pokemon center,go all the way down and keep surfing while staying as south as possible,bring pokemon that know dig,surf,dive,flash,if you can find a diving spot surrounded by a few rocks, dive down and go all the way south, you should see some Braille writing on a wall, dive up there,go to the door there,use flash,then make sure before you do all this, you must have a wailord and a relicanth with you,after that,put wailord or relicanth first, i can't recall which comes first,then you will see the screen shaking and afterwards there will be something about 3 doors opening far away, then you can go and find registeel,(north of dewford,keep to the west while surfing,regirock is in the desert and registeel is west from the safari zone,go west until you see the lady there that always gives you a berry everyday,go up the stairs and go through the tall bush up again a staircase,you will see a hidden ninja boy there,and that is where registeel lies

as for sapphire,its the same except for kyogre and latias replacing groudon and latios

Groudon: (NOTE: CAN ONLY BE CAUGHT ON RUBY, BUT YOU CAN RECEIVE KYOGRE IN A TRADE FROM ANOTHER PLAYER IF PLAYING RUBY.)
When you have the seventh badge and a blue/red orb (forgot which one), go to Sootopolis City. Go to the entrance of the Cave of Origin. I believe there you will find Sootopolis' Gym Leader and a few other people. Then, you will be allowed into the Cave. MAKE SURE YOU HAVE A MASTER BALL BEFORE YOU GO IN THE CAVE. IF YOU DON'T HAVE ONE, IT WILL BE VERY DIFFICULT TO CATCH GROUDON. Once you get to a lake or some body of water in the cave, the screen will shake. This is the signal that you found Groudon.

Kyogre: (NOTE: CAN ONLY BE CAUGHT IN SAPPHIRE, BUT YOU CAN ALSO GET GROUDON THROUGH A TRADE WITH A PLAYER THAT HAS RUBY.)
Same as Groudon, only this is on Sapphire.

Rayquaza:
I believe if you go south from Sootopolis, then west, you will come across a tower in the middle of the ocean. Go in, and go up to 2nd floor. If you use Dig, you will be taken up to the top floor, where good ol' Rayquaza sits.

P.S. I know you can get the 3 Regis, Regirock, Regiice, and Registeel, and also Latios/Latias, but I don't know how you get them.

in saphire u get kyroge and latias

in in both there are the regies (ice, steel and rock)
