He is a person a company has hired to represent then at " job, project ". They are hired to do this because of experience or education. This can be a job you work up to or you are hired for this job. These people can be geniuses or idiots. Depends on the project and who you talk to about this person. Universally they think they are doing a great job.

A field Engineer is the Engineers who work on field or site. He can be a Civil Engineer dealing with construction works, A Survey personnel dealing with layout of a project, a chemical engineer working on soil and chemicals, a Petroleum Engineer working on oil extraction field etc.
