first you will have to have a valid reason why you need the person's details are you getting any threat calls. then you will have to meet the comissionor of police of your area he will give you a letter which you can take to the gallery of the service provider like bpl, hutch,etc... then you can fetch the details if it is bpl of bombay i can help you.
