A weather balloon is filled with 1.0 liter of helium at 23 degrees C and 1.0 atm. What volume does the balloon have when it has risen to a point in the atmosphere where the pressure is 220 torr and the temperature is -31degrees C

1 atm = 760 torr

you must convert temperature to Kelvins
23+ 273.15 = 296.15K
273.15 - 31 = 242.15K

PV/T = PV/T

760*1L/296.15 = 220*X/242.15
X = 760*242.15/(220*296.15)

sorry, no calculator

***the combined gas law is a god-send.

Because of the pressure change, V = 760/220 x 1 =3.45 litres.

Because of the temp change (in deg K), V = 3.45 x 242/296 = 2.82 litres.

(P1)(V1)/(T1) = (P2)(V2)/(T2)

HENCE..

(1 *1)/296 = (V)*(220/760)/242

760torr = 1atm ,hence

220 torr = (220/760) atm

so, V = 2.82 L

(P1/V1)/T1 = (P2/V2)/T2

off you go.
