The weather is considered warm, with temperatures from 60-90F. Mild showers can be experiences but few. Since it is humid, sweating can occur. Avoid all winter jackets as it is no use in Chennai. Cheapest airfare is to book through Air India 2 months in advance.
At Chennai, as far as possible hire cars through tourist cabs in advance or use call taxi's. Use a car with AC. Avoid rickshaws at all cost unless you want to get robbed. They quote astronomical sums of money and are an abusive lot. You will lose more than your piece of mind.
Dress conservatively if you are a lady. Shirts, pants - full cover are ok. You are ok with any dress as long as it does not show much of flesh coverage. (It is the same every where, in India, ppl show much more interest openly, other places they still show interest but discreetly.) :) (Quote: Liar Liar movie)
Educated men are not backward, it is the non-educated who might be, but most of them honor ladies and will not cross lines unless provoked. Even auto rickshaw drivers here would have a basic degree and you can come across some with Masters. (I beg to differ with the earlier person who does not seem to know much)
If this is your first time, there are lots of places to visit in and around Chennai. Book for a tour package as you are safer in a group and it is cheaper.
If possible plan your itinerary with an Indian counterpart. It will prove very beneficial to you.

The weather here never dips below 80-85 degrees F. Feb. daytime high temps are usually in the low 90's.
It is very hot after February, unbearably hot.
If you are a women don't wear shorts or cleavage showing shirts. People here are backwards and extremely old fashioned and men can't control themselves i guess.
If you are a man, dress how you please.
As airfare is concerned, you didn't even mention where you are coming from! Go to a local travel agent. That will be the best bet for finding you a reasonable tickett. When you are in chennai there isn't much to do , so i recommend going to ooty or banglore.
***I think the the man who answered after me is Indian and i have offended him, so sorry. I am just speaking as an outsider from the USA. It is very different, and i don't know where he came up with teh average temps. According to National weather service average highs are in the mid to upper 90's during most of teh year. SInce Feb. is a winter month you will luck out iwht it being in lower 90's. I have lived in Chennai with my Indian husband for one year and there are a few things to do, like go walking at a crowded beach (but u can't swim if ur a woman ), or see a movie, or see a children snake park. there is nothing natural you can do here such as trekking paths, or riding elephants, or rafting. You have to go to other places for things like that.
I have been here with my husband on a beach and been touched by men(3 different occasions) and i was wearing pants and a tshirt and certainly not provoking anything. I say everything i have said through experience! If an american man touched a woman he would go to jail immediately! anyways some men should have more self control or india should invest in better law enforcement. If you are indian then you will be right at home here, if not you may not like it...that's all im saying.

The city has somewhat ungenerously described as having three seasons - hot, hotter and hottest. Indeed, except for four pleasant months, November to February, the weather is uniformly hot and humid.... May is the hottest season with the mercury sometimes touching 42 C and the mean temperature about 33 C. December and January are the coolest months with a mean temperature of 24 C. Howerver, the cool sea breeze (which sets in shortly after 3 PM daily) makes even the warmest of evenings bearable. But venturing out in between noon and 3 PM during April-August is best avoided.
The Chennai monsoon is from October to mid-December - and in a good year (from the point of view of water-short citizens) the rain on some days during this period can be quite heavy.
