You probably have all the hardware you need (unless you are using a laptop which only has MIC IN)
As for the connections and software:
Put simply, you will need to connect your cassette player to your PC soundcard, then play the cassette whilst recording on your PC. A step-by-step guide is available at:

The recording software is the key, there are some free software downloads available at:

I have used ‘Magix Audio Cleaning Lab’ and ‘Audacity’ – Audacity is particularly popular since it is free!
If you record to WAV format, expect file sizes of around 10MB per minute, or 1MB per minute for MP3 (at 128kbps).
Once you have your digital versions of the recording on your PC, simply burn them on to a CD (Nero burning software or similar..). If you use Magix Audio Cleaning, the software will burn an audio CD for you without needing additional software (assuming you have a CD writing drive of course!)
You can also download a free PDF version of the step-by–step guide from the download page mentioned above, the guide is complete with connection diagrams and screen-shots.

For best signal you need a 'LINE IN' jack on your sound card. (you can use the MIC jack will work but LINE IN is better. Microsoft has a " Microsoft Plus! Digital Media Edition" It has a recorder that can save and convert the file to most formats. If you just want to experiment try...
To open Sound Recorder, click Start, point to All Programs, point to Accessories, point to Entertainment, and then click Sound Recorder.

That handles software, now the fun part...
A simple set of cords will connect the Audio out of your player to the PC's input. Just make a list of the connection types and head for the electronics shop and you'll be fine. If you like the result get the MS Digital media CD. it ties your media into the recorder, a file converter, an alarm clock, a virtual dancer, party mode formedia player, and a sync app for your portable.

I've converted over 20 tapes ... 80+ to go. good luck

You can buy programs that have all the software and cables you need...as to the specific formats you can convert it to, decoding and connections...that would depend on the particular software package you buy so compare before you buy. Also ask workers what the best package is.
