For the same reason Clinton refused to sign it. The Kyoto treaty is not about saving the environment, it is about punishing large nations while exempting others. The questions you should be asking are why was the Kyoto treaty not applied equally? and Why were large scale polluters like China and India given huge exemptions under the treaty? Lastly, your contention that the United States is the world's largest polluter is incorrect. The United States has some of the strictest pollution guidelines in the world. We can all do more to help the environment and we should, but half truths and distortions are not going to lead us in that direction.

It would be very expensive for America to comply with Kyoto standards. Modifying thier industrial and economic infrastructure would be costly to comply with Kyoto standards.
And don't forget the the US is one of the largest debtor nations in the world. It would do no good for the country's balance of payments.
But you are right about the pollution problem. It has to be addressed somehow. So far, Dubya hasn't done anything.
Vive la France! The French are much more civilized than the British and the Americans.

China contributes almost 25% of the world's pollution and was not included in the Kyoto treaty. China is adding MILLIONS of cars to the road every year and one of its primary sources of energy are coal-driven plants. America has pretty much stabilized it's pollution levels and other countries's pollution, such as China are growing exponentially. Kyoto was ineffectual right out of the gate.

Why are people fibbing. U.S. is the largest polluter. China is in a pace to be the largest polluter soon, but they haven't reach that point yet. Also all you racist, China and India deserve to be the largest and second largest polluter. They have 5 and 4 times the population of the U.S. The U.S. is hands down the largest polluter per capita(person). China and India got deferment because they most countries recognize the rights of underdeveloped country to catch up to developed nations in standards of living. That means they also can catch up with the rest of the world in polluting it. The main reason U.S. is avoiding the signing of the Kyoto pact is that it would constrain us economically. We are to Europe what China is too us. We have cheaper labor and looser environmental laws, sow a lot of work from Europe and Japan gets outsource to us. I will admit the Kyoto pact is written to discriminate against America. We are the only developed country who's population is not shrinking. France and Japan population is falling, therefore they can easily reduce the pollution they spew.

Actually we are not. China is but they gave them a deferment because they said they are still a developing country. As for the treaty why should America pay more than the rest of the world combined? Same old BS. You want America to stay out of world affairs till you need money, then you want us to pay. Also first get a majority of scientists to state that Global warming is real. Right now more than half say it is not, but the news doesn't want to tell you that. In the 1980's they said we were starting a new ICE AGE as the world was cooling off too fast.

he refuses to sign the kyoto treaty because that means curbing growth. growth of industry and creating expenses to big business to scale back pollution to 1990 levels. see democrats vs republicans for a general break down of what each party represents. this is a money issue, not an environmental issue.

You are dead wrong. The US has done more to curb pollution than any country. The emerging nations are the culprits and are not party to international agreements. Perhaps this is why the Pres won't sign, or perhaps , unlike Euro nations, he values our sovereignty.
