well i cant think of any country really but the best we have thats closest
to that ideal is america.

Freedom cannot be measured. since if you are free 100%, you are in chaos, IRAN is a supid choice if someone answer this...
I think America is one of the most free countries and give many freedoms, it is obvious., there are other countries too like UK is very liberal and free.

Don't be fooled by the people who would have you believe that America is becoming a dictatorship. The US is THE most free country ever created. Where else on earth can someone go from rags to riches like an American?

I Believe most Scandinavian Nations are quite generous in giving maximum liberties to their citizens.
