Your area should offer classes in running small business at that class they will tell you all you need to do to get the appropriate licenses and forms. (these classes offered by the city are usually free or at the very least inexpensive.) This is well worth the money because it is there you will find out what you need to comply with city and government codes.
Put together a "projection report" that is, guesstimate how the money is going to flow.
Find out all you can about running a small business, be prepared to work your fingers to the bone.
Apply if necessary for a loan, and look for a good opportunity so that you find a good location, do not spend too much money on the location.
Find a business mentor to walk with you through those steps.
Usually that would be a person whom you've observed running their business ethically and successfully.
Here's the deal, do not scrimp on the research, do not scrimp on quality of product or service, do not let fear of the unknown daunt your dreams. Its tough but worth the effort.

first place to start is to get your licensing, you can go to the city's office that u are in to obtain that, and to register your buisiness name. find a place to rent, get insurance on that also, get your supplies.
