you'd have to boot to a floppy (create one, or have XP make one.)
once booting to floppy (assuming its a:\) type fdisk , which will do a low level deletion and create a partition. then reboot to floppy again and from the a:\ prompt type format c:
voila
only prob is you'll have a blank raw hard drive w/ no OS - that is until you get something like Linux....

You can make a Window bootdisk and use it to format your hard drive. Just remember that you will need a cd to install a OS to the hard drive. The link below will show you how to create a boot disk for your version of Windows

If you mean the OS cd.....no.
Well you can reformat your hard drive, but if you want to re-install Windows XP or whatever OS you use, you MUST have that CD to do it.
However....
Some prebuilt computers (HP, Compaq, Dell) have hidden partitions on the hard drive that can be used to recover your usable partition to factory status. You'll have to contact your PC maker's support for info on how to do that. But this way then no you don't need the cd.

well no but if u give it to a reapir shop they will do iut for you for a small fee but if u want it be done by you then try delting unwanted things and if know how to format and if u have a high speed inter net download the windows cd from areas or limeewire the softwares that download files
