YES, you could, but, you better make sure you know what you are doing first ! here's some good pointers to get you started:
CAUTION, all police officers are trained in self defense, so you may need to get some lessons first, you know before the arrest, just in case you may need to physically take him down, you know what I mean, while, so to say, as a physical percaution.
TRANSPORTATION, is very important, you may not want to draw any suspicion upon yourself and have others see you with a police officer gagged and tied in your unmarked vehicle. So always transport your detainee(s), unless, you're another police officer, in the trunk of your unmarked vehicle, just to avoid any disruption from other concerned citizens in the area, you know what I mean, right...okee doke.
INJURIES, by the law's own standards you may need to get a medical clearance for the bruises and bumps usually over the entire body and on the head of said prisoner, caused by the ride from the trunk of your vehicle, right. If questioned by any medical staff,never give into or answer to, thier line of questioning, that may cast suspision of abuse, while in your immediate care.
JAILING your prisoner, should be done immediately and always remember to , always crouch your head between your prisoners shoulders and stand directly and closely behind the back of your detainee (you know, like a human backboard for bullets). When entering any police department cell block unit, also note that it is highly probable that it will also contain armed police officers. They will mainly be entering or leaving the building on regular business and going about, during the time of checking your prisoner in. Do not let this affect your arrest, be vigilant, you know..don't frikin screw around, we're almost there...okay, just a few more steps and your'e done...we're done...whatevers!
WARNING, this is not allowed or reccomended for private and/or home use, and by not following these directions closely, could cause death or serious injuries to yourself. Possibly, by a hail of gunfire, seemingly, to be coming into your direction, normally less than a hundred bullets, being eradically aimed and fired upon you from all directions, by all other police officers and new rookies, but "peace and be still" my brother. You'll be hit by no more then "one or two bullets", but, "you can do it"..right,you still with me....hey don't give up yet...we are on a roll here.
PREPARATIONS, make all necsasary preparations, in case of any sudden death/injuries, stemming from your "heroic act of patrioticism" and "US justice". You really don't want to leave the little one's without anything, you know, (nugdes my friend who's arresting the cop and winks with one eye,signalling $$$ signs, LOL) okay, stay focused, I mean and what I am trying to say, I'm not crazy, right. Anyway, is me or you, ah, never mind who's doing it, one4god, stop arguing with yourself again. Okee dokey sir!
FINALLY, the police officers involved and thier superiors will memorialize you like a "Martyr". By, effectively taking care of the rest the minor details, you know proper notification, any public information that is needed. That way you don't have to be fretting, while bleeding profusely, seriously injured, or laying around dead, forget those little minor details, who cares. Truly, I trust them and they will, don't worry, they will usually say something nice about you. Its thier model, you know, to promote trust, integrity, and public service. They will never drop any bullpuckey, I mean no-one..right...do you hear anything....shhhh..shhhh....yeah, yeah, yeah me too...LOL... Dam ! I must be nut's you know, I keep talking to you...LOL !

You would have to have solid, eyewitness, recorded, fingerprint, D.n.a, evidence to place a citizens arrest on a police officer that's off duty..
However, with an on duty police officer, you have no authority to place a citizens arrest. You can file a police complaint with his or her department(the complaint is a process of long hours in an interrogation room, where u tell a bunch cops in suites what the police officer did that was unlawfully) and place a law suit... but you cant literally place an officer under arrest- even if he committed the crime right in front of you.. U have to go Thur a process..
I know because I place a law suit on the S.F.P.D before.
