Show or hide toolbar ScreenTips
Microsoft Excel can display the name of a toolbar button in a ScreenTip when you rest the pointer on the button.
On the Tools menu, click Customize, and then click the Options tab.
Select or clear the Show ScreenTips on toolbars check box.
Note Selecting or clearing the Show ScreenTips on toolbars check box affects all Microsoft Office programs.

OMG!!!!! that happens to my comp. too.
i thought i had a bug or something in my comp.
shut down your comp. and restart it till the problem gets fine or try reloading windows 98.
i restart my comp. whenever it happens and it actually works
