To get her attention, you've got to give her some.
Treat her the way she wants to be treated.
NOW the problem is figuring out what way she wants. Every girl wants attention, but she wants it on her terms - not yours. Start by paying attention to the things she reacts to. Know also that she can change what she wants depending on the circumstances, her mood, who's around, or almost anything else. No two girls will be the same in this, you know.
If you're serious, be prepared to put some effort into this or just "wing-it" and take your chances. Whatever you do, don't act like you're trying to get the girl's attention.

Be respectful. When you talk to her ask her about herself then really listen to her. Don't talk all about yourself. Watch "Hitch". That movie actually has some good advice.

depends on what kind of girl she is...
if she sporty, smart (sorry to say it, but, nerdy), is she an artist...
the list goes on...
then you can do something associated with her interests...
but no matter what just be cool, be yourself!
