I am in the Property Management industry, & we require the tenants to have the carpet cleaned and they have to provide a receipt to insure return of their deposit. You should have received a Cleaning List, that details what they require at the time of move out.

As a landlord of 12 yrs, I require, in my lease, that the carpets are cleaned once a year and a copy of the receipt sent to me as proof. They are also to be cleaned at move out.
This is simply because I dont live there, the tenant is the one making them dirty. My carpets are in great shape or new at move in and I expect them to be taken care of by the tenant. Some of my carpets have lasted 15 yrs.(There is no requirement they have to be changed in 13 yrs if they are still good). I expect my apts to be in the same shape the tenant got it in when they move out. If not, they pay for it. This is not being money hungry or greedy. This is common sense. You live in someone elses house, you are expected to take care of it. If not, you pay.

I am a landlord, and while I do not typically charge the tenants for it, I definitely have the right to do so. The agreement that I have with my tenants is that the apartment will be returned in it's original condition, save for normal wear and tear. Stained, dirty, destroyed carpet is NOT normal wear and tear, and a carpet cleaning charge can be assessed.

Some do because unfortunately it is within their rights. The one I live in will actually clean your carpet for free as a thank you for renewing your lease with them. But I do know of some tenant who were charged part of their deposit for having the carpet cleaned if the complex had to clean it, but were reimbursed a portion of money spent if they did it themselves.

As far as I know the landlord cannot make you pay for that. I want to say it is a law. It doesnt matter how bad the carpet is. You cant be held accountable. Legally carpet can only be in an apartment for ten years and i know some places excede that. Always out to make a quick buck.

If its not normal wear and tear and you have made the carpet filthy spilling stuff ect on it and it is in a really grouse state yes you are expected to clean it or the cost to have it done will be deducted from your bond money by the owner or agent

Not generally. It's considered reasonable wear and tear, unless you've really done something disgusting to the carpet or damaged it in some way.
