Check out www.forever21.com. I just bought my New Year's dress from there and they have really cute and unique clothes, and a lot of choices for shorter dresses. Most of the dresses are around 25 dollars, so it's pretty cheap. The link below will take you directly to the dress site. If you don't want to buy it online you can find a Forever21 store near you, or if you have a Gadzooks store in a mall near you, they carry a lot of Forever21 clothes. Good luck!

My favorite store to shop for formal short dresses is the body shop. I got mine there. I don't know about online, but i'll let u know if i run through a good website with cute short dresses ;)
