If your mate is insecure he/she may resort to flirting to get attention in an attempt to boost his/her self esteem.

If the flirting becomes blatant he/she will gain a bad reputation for the bad behavior and people will tend to exagerate the behaviour to a point where he/she will be treated with disrespect.
