If not what is result or panishment for the NGO who taken foreign contribution without permission?

According to Indian law, it is compulsory for any NGO to seek prior permission or get a permanent registration under the Foreign Contribution Regulation Act 1976 (FCRA) from the Govt. of India to receive funds from a foreign source. The GOI will soon replace the FCRA by the Foreign Contribution (Management & Control) Bill, 2005.
Penalty for non-complaince can vary including black-listing and revoking of the NGo's registration, legal action against the office bearers etc.

Legally not possible, first they should register under FCRA, but permission need not be obtained. However, many are having several means to get foreign money in the way of gift cheques, travel assistance and remuneration for presenting in some conferences etc.
