If your account is deactivated means you had to login into that account, so that you will display a webpage of reactivate, click on reactivate and you will get back your id

It depends on howlong your account had been inactive. If its more than 120 days, I don't think you can have it back because it has been deleted automatically beacuse of inactivity.
Less than that you can have your account back. Just log-in and click on the link/notice that says you've been inactive for a long time. It will have the instructions to reactivate your account.
In the future, keep logging in regularly atleast once a month or once in 15 days to avoid your account from being deactivated.

You may not have used your id for more than 3 months.
Create another id with the same name.
