I mean which wrestlers cut the best promos. I mean when they get on the mic and talk

either ric flair or Roddy Piper....Flair for the charasmatic aspect but Piper for the comedic aspect but both are amazing on the microphone and whats better are that they are not told what to say like now adays but they were given the mic and told to talk and they did awesome and captured a crowed whether you like them or not...they both can talk like no other

It depends. If you are looking for funny, the best of all time is The Rock. I love one he did on Billy Gunn (Kip James in TNA) several years ago before a summer slam match.
The most emotional promos would go to either Mick Foley or Ric Flair. Both of them could cut great promos.
Hulk Hogan cut the best promos as a baby face, he could get the fans fired up.
Triple H cut the best heel promos. He knew just how to piss off the fans.
Dusty Rhodes cut important promos as well.

The Rock is one of the best in that category. Ric Flair has also had great promos. how about cactus jack during 1995 when he was in ecw, he was reallye entertaining. you cant forget roddy piper, he was seriously hilarious. how about jim cornette during the 80's. who will ever forget about hulk hogan, he probably the greatest ever. othe notable mentions inculde Stone Cold Steve Austin, Eddie Guerrero, Kurt Angle (underrated), chris jericho, Shawn Michaels, and Sting.
there are a lot of people who are good at cutting promos, its hard to pick one, but ill have to with hogan, he is just a natural at speaking in front of the mic.

I can't pick just one, but I can give you a list.
Ric Flair - His old Horsemen stuff was the bomb.
Foley - Whether it's Mankind and his philosophical ramblings, or Cactus Jack with his psychotic threats, or plain old Mick ripping lumps out of people, he really conveyed emotion.
Samoa Joe - Straight-up, hard-hitting, no prisoners. Makes you sit up and take notice.
There are many more, but I'm sure everyone else will fill in the gaps.

In my opinion, it's gotta be the man, ric flair. Alot of people might say the rock, but consistantly throughout decades, he has been one of the best mic workers in the business. Also Dusty Rhodes, Steve Austin, Mick Foley.

In my honest opinion...
ECW, ROH, and everywhere else one competitor has been.
That competitor...being C...M...Punk!
There's a video on YouTube of him doing a promo against Raven...I highly recommend watching it. He was the ULTIMATE heel in it and it was one of the smoothest promo's i've ever seen. In fact, i've seen a LOT of CM Punk promo's and he NEVER messes up! The guy's a machine.

The Rock is one, also RVD's promo on one night stand 2005 was good. Ric Flair cuts good promos to.

Flair was gold in the 80s.....still can do it today.
Personally, Eddie Guerrero, Kurt Angle, Shawn Michaels, CM Punk, LAX's Konnan are the recent guys who are good.

WCW and TNA are the best any superstar Except when they transfer to other kind (except like goldberg and rey) WCW TNA FOR LIFE!!!!!!!!
