No idea about Rochester, depends what their law is. If theres no contact then its just a rip off!

Depends on local laws. Sometimes full nudity, sometimes only topless. Also the amount of physical contact varies from place to place by law.
I don't know about Rochester NY. Best chance to find out would be to contact a strip club there and ask.

mmm lap dances are fun! you ask the dancer for a personal dance. they take you off to a room with a couch. you sit down and they dance just for you. they will rub their body all over your body. however you cannot touch. touch a dancer and you will be thrown out. its usually $20 for a dance. pay up front. keep track of the music. if it goes for more then one song, you will be charged again. enjoy yourself! topless bars are more fun if you go with a group. also if you can bring a girl along with the group, buy her a dance very hot to watch!
