The quick answer is: Industrial espionage. This happens all the time, everywhere. The biggest offender of all in this respect is: France. I have spoken to fellow engineers that have travelled to conventions in Paris and found bugs in their hotel rooms. This is much more common than you may think. I have to sit through a counterintelligence breif once a year at work, and this is always the centerpice of the lecture.

The fastest way to get to any point in Russia is over the North Pole. Guess who owns most of the land on the "other" side of the North Pole? Canada - you win. Just gotta know if there are any new defense stations up there and what the plans are man.

Wow i could be very nervous. You in no way understand what Canada has planned with tiny transmitters that in basic terms have a sort a pair KM. they could have spies planted everywhere. Oh wait did no longer the object say that the main effective suspect have been China, Russia, or the feared France?
