After all, pollution is a LOT worse over there and the controls are lax at best. Why not go where they can do the most good?

Environmentalists should have missionaries like the Christians do. Go over there and teach the people to be environmentalist.

Simple answer. We must fix our own problems before attempting to fix others. Besides, China is not our country (speaking as an American) and they must fix their own problems.
When America begins to work on our own problems, only then can we help others with theirs. :)
