Actually I can raise both eyebrows at the same time.
Otherwise I can raise the left eyebrow by itself.
I can't raise my right eyebrow by itself.
The only reason I can raise my left eyebrow by itself is that I trained to do this as a small child. I held down the right eyebrow and practiced raising only the left eyebrow. The reason for this (it's funny!) was that Spock (my idol at the time) from Star Trek did that :-)
