The rules are different depending on what state you live on. I will give you the general rules. After the sex offender is released, he must register as a sex offender. Once the sex offender register, his first, last name, and address will be displayed all over the internet. I believe even a description of his crime would be written. His picture would also be posted on the internet.

First of all, I have studied abnormal psychology as it relates to sexual deviants. There is argument about whether or not offenders possess eligibility for the Bio psychosocial model, look that up for your paper, basically what is being said is this, that people possess a biological genetic predisposition for sexual deviancy, psychologically they are plagued/diseased with disorders deemed as abnormal such as asocial and nonsocial predispositions, furthermore we have sociological explanation for deviancy which would be like classic conditioning, learning theories, rationalization etc... Make this the basis for whether or not they can be rehabilitated the answer is pretty much now, you can lead horse to water but you cant make him drink theories. Restrictions need to be placed, to protect victims from recidivism. There are also "grooming techniques that are used on victims, look that up as well. Though people are in the SOR, sex offender registry there is no concrete way to restrict their behaviors. Also now the different CSC, criminal sexual conduct statutes within your state. As long as you can prove concretely that sexual misconduct is in fact a psychological sexual disorder according to the DSM, Diagnostic statistics manual, a tool for therapists you will be fine. But make that your starting ground. Prove that is mental illness but dig deep for your supporting argument. You'll do fine stay away from junk science stick to biopsychosocail model.

Different states have different laws, but most require community information and registration within 3 days of changing addresses.
If you ask me, they can't be rehabilitated, and if they have 3 or more offenses, they should be castrated, especially those that hurt kids... but that's just my opinion.

In some Asian countries, whipping is used in-order to counter sex-offenders especially repeating case. Seems very very efective.
