Children learn language when it is modeled. Children pick up on conversational English just by watching TV or playing with other children that speak the language. Perhaps taking a trip to the library for books on tape can also help.

We needed more information to answer this one successfully.
Where are they?
What is their first language?
Do they know other children who speak English?
Is English ever spoken at home?
Can their school teachers help?
All these questions affect the answer.
Keep it simple, play talking games in English (I Spy), sing English children's songs.
Learn with them so that it is a family experience.
Young children learn new languges through experience so the more English they hear, the more they will understand.
When they understand enough, they will develop the confidence to speak the new language, with other children at first and then with adults.

I would first suggest that you get them to watch cartoons in English. If they're beyond the age of enjoying these, get them to read some simplified short stories, or better still read them together. Vocabulary games, preferably involving translation from the native tongue to English, would also work. Formal grammar should likewise be catered for through the use of progressive drills in the basic patterns of the language. Finally, one needs to stress that parental example, and direct involvement, are also prime motivators. Good Luck!

Depends on how old the children are.
Your local school should provide facilities, that's if you live in the U.K. , E.U or the states.
If not get some childrens reading books in English. Reading is essential for learning.

Depends on where you live. In the USA you can take them to English as a Second Language classes through any organization that caters to illegal aliens, either though your school system, Hispanic Center, or the Catholic Church.
