Go to the listing on Ebay & you will see under the seller's name it says 'ask seller a question'. Click on it & send them a message. I am always very polite & tell them that I will understand if there was an oversight, but to please email me to let me know the status of the order & also if the item was sent do they have the tracking #. Wait a couple days, & if no response send another message & say that you have been very patient & do not want to report them & open a claim with Ebay or Paypal, & you would like to know the status ASAP, or you will have to take action. If still no response, open a claim with Ebay & Paypal. For ebay there is a place to click on next to the item description under 'items i won'. For Paypal there is a place to click on at the top of the screen to open a dispute.
I always try to work out the situation between myself & the seller first, because after the transaction is complete the seller has the option to leave negative feedback. If you get negative feedback it doesn't look good on your Ebay account & other sellers & buyers may be reluctant to do business with you.

well if you payed for it and never got it, it is considered internet ebay fraud and you can send a fraud complaint to ebay directly and they will investigate and get back with you. I have heard they do actually help you out in these situations.
If you DID NOT pay, then he cannot get in any trouble because the person who wins the bid is supposed to pay first before recieving the item.

Check PayPal to be sure the payment was sent/cleared. Contact the seller stating it was paid on10/6 & has not arrived. If they don't respond or satisify go to PayPal to see if you can file a claim. If you paid by credit card contact them about a charge back.

If you paid with paypal then you are insured and if it was a rip off then paypal will refund your money. Get ahold of the paypal people, they have the information that you want, they have a good help center at their website.

you need to report an unpaid item on ebay, you'll find on the bottem left side of your MYEBAY page.
Good Luck , but ebay is horrible at settling disputs, unless both parties agree your out of luck.
