Type it in your Browser that how it got there in the first place....
Oh you looking for VEIW (Ctrl V) Toolbars Address Bar
Or did you just install IE7 it is gone...Uninstall if you want..
I like the Right Click IDEA I didn't think of that one..

Right click in the area where the address bar used to be (or to the upper right). Select Address Bar from the menu.

Right click on the top part of your brouser for internet explorer and see if there is something like 'address bar' and check it. If there isn't, right click again and make sure your taskbar isn't locked (no checkmark) and move your toolbars around, it may appear.

right click around that area and press on url toolbar or somethig like that
if that doesnt work
try pressing f11
it's supposed to make your window regular again :)
