Please be specific and let me know if you're sure the program has that feature. Also, I don't want to have to buy any software, so do you know anything I can download?

you could do it in paint.... start, programs, accessories, paint, open the picture with paint and the tool are on the right side. the tool that looks like a dotted star, you can use to cut away what you don't want on the picture leaving only what you want. if you would like a paint tutorial, teaching how to use the tools in paint i can make one for you, just email me where to send it to.

if you don't want to buy any software, and you don't have photoshop nor any photo editor, you can use

1) paint program that comes with your pc
2) Open your pic of choice
3) If picture is too large - Click Image, type a % in the Stretch horizontal and vertical. And it will make your image smaller.
4)click the 'free-form-select' tool (it's shaped like a star)
5)Carefully draw a heart on the picture with your mouse cursor by left clicking and holding down the mouse button while dragging the cursor in the shape of a heart. If you mess up, you can 'edit', 'undo'. or just close file but don't save. and open it again.
6)When you have a satisfactory heart drawn, let go of your hold on the mouse button. Note the shape change on the cursor.
7) Left click any part inside the dashed lines and drag the pic any which way. See! it's a heart!
8)'Edit', 'Copy' or just Ctrl+C to copy
9)'File', 'New' or just Ctrl + N to open fresh new file
10)If it asks you if you want to save, say no.
11)In the blank file, 'Edit', 'paste' or you can right click, paste.

See! does it work? You have a pic in the shape of a heart.

Although I am sure there is a Publisher software that would make this easy, I always do it the "manual" way.
1. Size the picture to however big/small you want it.
2. Edit photo in Paint. You can enlarge the photo and actually "paint" pixel by pixel, to get the heart shaped photo. basically; you are going to draw the heart within the picture and then "white out" the rest of the photo edges. Kind of hard to describe, but hopefully this makes sense. Again, I am sure there are Publisher software out there to do this with much greater ease. But, spending the $$ is up to you.

just use somethig like corel draw and make a line drawing of a heart and then drop the photo in it. it crops it acutopmatical;ly. once hyou get the knack can do dozens of tings.

You need some type of photo editing program. There is nothing in Windows for that type of edit.
