What did Davy Jones' heart mean to everybody? Why did everyone want it? I understood why most of the characters did, but not all. Like,Why did that one British officer want it?

Okay.
If you have the heart, you can control Davy Jones. You control Davy Jones, you control the sea. This gives everyone reason to want it.
Will wants it so he can give it to the trading company guy, so the trading company guy will let Elizabeth go.
Norrington wants it so he can give it to the trading company guy so he can be a Commodore again. He wants the honor again. "The dark side of ambition," Jack said. So true.
Jack wants the heart so he won't die. If he doesn't have the heart, Davy still has a hold over him. With the heart, Jack can hold it as well as Davy himself hostage and not get eaten by the Kraken. Simple.
And the trading company guy wants the heart so the trading company will succeed and control all shipping and trade while the others all meet horrible weather and watery graves.
It's all rather straightforward when you think about it.

whoever has the heart of davy jones controls the sea.
capt. jack wanted it so that he could be free of his dept to davy jones (and controlling the seas would be nice where he would be the most fearsome pirate in the spanish main. . .wait. wait. take that back. he would be the most fearsome pirate in the WORLD;) hehe).
Will wanted it so that he could save his father.
davy jones wanted it because it iss his!
james norrington wanted it so that he could give it to Beckett (the British officer) so that he good regain his honor in the royal navy.
pintel and ragetti wanted it so that they could get rich.
cutler beckett wanted it so that he could control the seas.

yep it was to control the seas, that is why he wanted the compass so he could find the chest but Norrington gave the heart directly to him. What they don't know is if they stab the heart they become the new ruler or Davy Jones.

If you control his heart, you control him. Therefore you control a powerful fleet of ruthless pirates and a giant kraken to do your bidding. The officer wanted it because he controled a trading company. With Davy Jones under his control, his boats would be safe, therefore his income would be greater.

Jack wanted it to level with Davey Jones to get the Krakken from chasing him.
Will wanted it to free his father.
Norrington wanted it to give to Cutler to regain his honor and position in the British Navy.
I'm not sure why Cutler wanted it, but I'm guessing it had something to do with controlling the seas.
The two knuckleheaded pirates wanted to sell it.
Davey Jones wanted it because well it was his.

everyone want it becasuse, Will wanted to free his father. Jack wanted to breck the cuse that jones had on him. and the britsh officer wanted it becasuse if you have the heart of davy jones you can control the the seven seas and the krackon.
